This refers to the CIA report on the likely of Indo Pak.

Balkanisation or Fragmentation can occur in any region. Even USA is highly vulnerable to Balkanisation/Fragmentation!  The CIA must do a study on this too!

As per one estimate the population of the USA by 2040 will be 60% non-white and consist of Hispanics, African Americans etc. This will seriously affect United States. The Foundation of the United States was laid by white Anglo Saxons who faced  many challenges and transformed an unexplored continent into one of world’s greatest superpowers. Today this is no longer the case. The average American is addicted to comfort and does not want to do anything heroic! The under forty white population is fast decreasing and by 2040 most of the under 40 people in USA may be non-whites. The ethnic groups which may constitute 60% of population of USA may have an altogether different orientation.

Psychologically the US society is already very sick. The very frequent incidents of firing in US schools are one very convincing proof of this assertion.

Who could imagine in 1914 that the British Empire was just three decades short of collapse? The Soviet Union in 1979 was a real threat to USA. It collapsed without any armed conflict. Even the Afghanistan case is dubious since the USSR as per one US writer never spent more than 2% of its budget on Afghanistan.

There are intangible forces that move history. If this was not so then the Okhrana would have saved the Romanovs! The CIA should concentrate on USA and leave the Subcontinent  alone!

The international geopolitical scene is getting more and more complex. Technology the real index of power is no longer USA’s sole domain. The EU, China and Japan may be far more subtle and difficult to deal with than the Kaiser, Hitler, Brezhnev or Saddam. The CIA must concentrate its energies on serious challenges!

Rambos exists only in Hollywood! US military proficiency was well exhibited in the brilliant rescue mission in Iran in 1979.

The First World War was won with European blood while the Second World War was won by Russian blood. This time the Europeans may be more sceptical!

Subject: Hocus-Pocus Indian “Cease-fires” ?

Dear Sir!

India has extended its ceasefire against Mujahideen in occupied Kashmir for three months, but warned it would take firm action against any group that continued with violence. I wonder who will take action against India for non-stop state violence against Kashmiris. There has been no let up in killings in Kashmir. Indian forces have been carrying on their policies of terror and repression throughout the so-called ceasefire.

Last week’s Indian troops fired at a peaceful procession in a town near Srinagar, killing nine and injuring scores of protesters. This is the latest and one of the most blatant examples of atrocities being perpetrated by the Indian army and police on the hapless Kashmiri population. For five days, stone-pelting youths have fought pitched battles with the security forces around Srinagar, while crowds of up to 25,000 have taken to the streets to mourn the dead.

The incident underlines three disturbing facts. One, custodial killings, which are considered to be a gross violation of human rights all over the civilized world, continue to take place inside the Valley despite denials by India. Two, even peaceful protesters are not permitted to register their resentment at outrages committed by the State. Three, the trigger happy Indian troops are turning Kashmir into killing fields.

The firing by the Indian troops on unarmed civilians would convince many people that the declaration of ceasefire by New Delhi was no more than a hoax aimed at sabotaging the freedom struggle and hoodwinking the world. The recent killings are a typical example of what the Indian troops have been doing for years in the Valley.

The incident explains why a community known all over the Subcontinent for its composed disposition is gradually losing faith in peaceful methods. The Kashmiris have tried for decades all legal and parliamentary means in order to be able to exercise their right of self-determination. What they have got in turn are arbitrary arrests, torture in police stations, sexual molestation and custodial killings.

The ongoing militancy in the India-held Kashmir is thus an expression of sheer desperation. When a community finds that it is not allowed to air its grievances and give vent to its aspirations in a peaceful way, it is left with no option but to take up arms. The ongoing militancy in Kashmir is thus a home grown phenomenon rather than something engineered from abroad. Eleven years since it flared up , the insurgency in Kashmir shows no signs of dying down despite the presence of 800,000 Indian troops in the state.

In the meanwhile, India continues to say that Pakistan should create an atmosphere conducive to holding a dialogue between the two neighbouring countries. The recent killings in the Valley underline the fact that it is in fact India which is failing to fulfill its responsibilities in this regard. A downturn in military operations against the Kashmiris would automatically create a conducive atmosphere for talks.

It is now India’s turn to take measures required to further the peace process. India should considerably reduce its military presence in the part of Kashmir occupied by it. What is more, it should tell its law enforcing agencies to refrain from gross violations of human rights which are viewed by many as premeditated attempts at ethnic cleansing.

India, like all occupying forces, believes it can contain the legally, politically and morally legitimate Kashmir freedom struggle. When a community finds that it is not allowed to air its grievances and give vent to its aspirations in a peaceful way , it is left with no option but to take up arms. The ongoing militancy in Kashmir is thus a home grown phenomenon rather than something engineered from abroad.

The Jihad or freedom-fighters armed struggle against continued oppression is approaching a point that the rate of casualties being suffered by the Indian forces in Kashmir is unsustainable. India is, therefore, relying entirely on mobilising international public opinion against Jihad to avoid defeat. The ritual of extending meaningless ceasefire for the third time is a part of that effort. General Musharraf has done well to assert that Kashmiri’s Jihad is not terrorism. Jihad in Kashmir has a specific purpose: exercise of self-determination by the people of Jammu and Kashmir - that is recognised by the UN Charter and endorsed by the UN Security Council Resolutions.

The UNSC Resolution, accepted by India and Pakistan, required the two countries to:

1) Ceasefire 2) Withdraw troops 3) Allow the UN to hold a plebiscite.

The ceasefire had been more or less hocus-pocus in force since 1948 but the second and the third part of the Resolution were not implemented. The reign of terror let loose by the Indian security forces deployed in the valley has filled the Kasmir graveyards by 80,000 martyrs in last eleven years. If anybody has any doubt that these were intruders, I will advise him to visit Srinagar graveyard and see by his own eyes the touching scenes of kith and kin lying over the fresh martyr graves cursing Indian brutalities. The graves in a row with slates showing the martyrs identity will let you believe that they were innocent Indian held Kashmiris, victims of 53 years old state atrocities. As far as issue of Plebiscite, going by India’s records, it is highly unlikely that it will ever voluntarily agree to allow the Kashmiris their UN-mandated right to self-determination.

India, instead of announcements of farce “ceasefires’, should “cease the fire” of its guns. Otherwise the intention of the move is in serious doubt and will prove another hoax.
